Eight projects including the National cancer Institute in Jhajjar are likely to be approved in the November 2 meeting of the Higher Education Financing Agency (HEFA)

 

For the first time since its inception, the Higher Education Financing Agency has appraised medical education projects worth Rs 12000 crore and is expected to approve funding for them in its next meeting.

Higher Education Financing Agency (HEFA) is a joint venture of the ministry of human resource development and Canara Bank for financing creation of capital assets in premier educational institutions in India.  In 2018-19 the “Revitalising Infrastructure and Systems in Education (RISE) by 2022”, initiative was launched under which HEFA’s mandate was expanded to include health projects too.

The projects it has appraised and are likely to come up in its November 2 are seven new AIIMS in Guntur, Nagpur, Kalyani, Gorakhpur, Bhatinda, Guwahati and Bilaspur and the National Cancer Institute at Jhajjar. The projects have already been approved by the Union cabinet.

There are currently 18 new AIIMS being built even as the six functional AIIMS struggle to fill up vacancies. Earlier this year the Lok Sabha committee for subordinate legislation had asked the government to fill up these posts before going ahead with the expansion plan.

“The Committee are of the view that the institute of such high stature has to have not only sufficient manpower but also the most efficient manpower. However, the committee feel disappointed to find from the submission of the government that there are 245 vacancies int he faculty and 2025 vacancies in non-faculty staff strength of AIIMS New Delhi and 1303 vacancies in the faculty of six new AIIMS established in different states of the country. In this regard the committee note that off (sic) late, the AIIMS have given special focus in the past one year on the filling up the vacancies. As a result 300 additional faculty  members and 1000 nurses have been recruited in AIIMS, New Delhi and 301 faculty positions also filled up in the six new AIIMS,” the committee noted in its 26th report on the rules and regulations under the AIIMS Act 1956.
