A 2011 survey will decide entitlement for the new health scheme that was launched by prime minister Narendra Modi in Jharkhand on Sunday

Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PMJAY) launched by prime minister Narendra Modi on Sunday will turn on its head the usual wisdom about government programmes – about BPL (below poverty line) list being the motherlode for entitlement.

Socio economic caste census (SECC), a survey done by the ministry of rural development in 2011 is the basis of the list of beneficiaries for PMJAY the world’s largest government insurance programme. The survey lists people by deprivations such as lack of a proper house or lack of education. It also has very stringent exclusion criteria which means a poor family which may have saved some money to buy a fridge could automatically fall off the list of entitlements.

Who are included in SECC rural database

Automatically included:

  • Households without shelter.

  • Destitute, living on alms.

  • Manual scavenger families.

  • Primitive tribal groups.

  • Legally released bonded labour.

Households fulfilling any of the 7 deprivations criteria:

  • Households with one or less room, kuccha walls and kuccha roof

  • No adult member in household between age 18 and 59

  • Female headed household with no adult male member between 16 and 59

  • Households with differently able member with no other able bodied adult member

  • SC/ST Households

  • Households with no literate adult above age 25 years

  • Landless households deriving a major part of their income from manual labour

Exclusion criteria (any one)

I. Motorized 2/3/4 wheeler/fishing boat.

ii. Mechanized 3-4 wheeler agricultural equipment.

iii. Kisan credit card with credit limit of over Rs. 50,000/-.

iv. Household member government employee.

v. Households with non-agricultural enterprises registered with government.

vi. Any member of household earning more than Rs. 10,000 per month.

vii. Paying income tax.

viii. Paying professional tax.

ix. 3 or more rooms with pucca walls and roof.

x. Owns a refrigerator.

xi. Owns landline phone.

xii. Owns more than 2.5 acres of irrigated land with 1 irrigation equipment.

xiii. 5 acres or more of irrigated land for two or more crop season.

xiv. Owning at least 7.5 acres of land or more with at least one irrigation equipment
